My suggestion is,

FBI get there own hq instead of lspd garage

Vehicles at hq: FBI rancher x3
High Speed Car ( Like a infurnus or something) x1
Helicopter x1 ((not marked as a cop one))
Helicopter x1 ((Mavrick))

As so it says FBI is not a force/ organiszation so i cant change skin can you enable it to be able to change skin

I post pitures of a nice place for HQ and i wait for your answer

These are some things i would need to look into. We could add some FBI cars to an area, and put gates. Thats not really my department so ask Mike.

look into this, Most probable position will be the SFPD station, the gates will depend on how much i have to put into this.
